Article 18: The Implementation & The Lock – Making It Permanent

A manifesto is just words on a page until it becomes law.

We have shown you the “What” (Abolishing Income Tax, The Sovereign Share, The Job Guarantee). We have shown you the “Money” (The Costings in Article 17).

But the final question is: “Can you actually pull this off?”

Critics say that valuing millions of homes and assets for a Wealth Tax is impossible. They say the markets will panic. They say a future government will just repeal it all.

Article 18 is our answer. It is the practical machinery of the COMMONS.

The “National Valuation” Engine

The Wealth Tax (Article 3) relies on knowing what assets are worth. In the past, this meant men with clipboards visiting houses. That is the old way.

We are launching the Open Asset Ledger.

  • Automated Valuation: We will use the same data models used by Zoopla and Rightmove, combined with Land Registry data, to automatically value every property in the UK once a year.
  • Self-Correction: If you think our computer valuation is too high, you can challenge it. But here is the catch: The “Put Option” Rule. If you claim your house is only worth £500k (to pay less tax), the State has the right to buy it from you for £500k.
  • This ensures honesty. It makes the system self-policing, incredibly cheap to run, and impossible to cheat.

The Transition Timeline

We won’t shock the system. Article 18 lays out a 3-Year Transition.

  • Year 1: Income Tax is halved. The Wealth Tax applies only to assets over £5m.
  • Year 2: The Digital Pound and Sovereign Share come online.
  • Year 3: The Great Abolition completes. Income Tax hits 0%.

This gives businesses and families time to adjust, ensuring stability rather than chaos.

The “Commons Lock” (A New Constitution)

Finally, we must ensure that these rights cannot be taken away by a whim.

We are introducing a Written Constitution for the United Kingdom. We will codify the “Rights of the Commons”:

  1. The Right to the Proceeds of One’s Labor (Ban on Income Tax).
  2. The Right to a Home (Article 4 protections).
  3. The Right to Data Ownership (Article 13).

To repeal these rights, a government cannot just use a simple majority in Parliament. They would require a 2/3rds Supermajority and a National Referendum.

The Final Word

We are not just changing the tax rate. We are changing the DNA of the country.

We are moving from a system where you serve the economy, to an economy that serves you. We have the policies. We have the costings. And with Article 18, we have the lock.
